The application seeks a material change of use for a childcare centre at 1095 Waterworks Road, next to The Gap State School.
Queensland Resources Holdings Pty Ltd is listed as the primary applicant, with Place Creation Pty Ltd named as the consultant. The application was lodged on 19 February 2026 and is being assessed as impact assessable.

What Is Proposed For Waterworks Road
The proposal is for a two-storey childcare centre accommodating up to 100 children across six activity rooms on a 2,551-square-metre site.
Two existing dwelling houses would be demolished to make way for the development.
Plans include three outdoor play areas covering a combined 737.8 square metres and 21 onsite parking spaces, including a PWD space and a van space.
Vehicle access would be through a single crossover from Waterworks Road. Proposed operating hours are 6:30am to 6:30pm, Monday to Friday.

Traffic And Access Concerns Raised
One opposing submission lodged on 14 September raises concerns about traffic, vehicle access and noise.
The submitter describes the section of Waterworks Road as already heavily trafficked and questions whether safe entry and exit could be provided at the site.
Concerns were also raised about additional traffic on nearby streets and whether the proposed layout suits the location.
Those concerns represent the position of one submitter while the application remains under assessment.
